Understandably the definitions of "victory" in Iraq (R. Hancock--22
July) or "winning the war" (H. Levin--22 July) vary. I looked up the
Geneva Conventions in Wikipedia. While it provides the rules how man
would conduct himself during a war including the declaration of war,
it is silent as to how a war is ended. Duels and Napoleonic wars
seemed more civilized compared to those in the 20th century. Should
the Geneva Conventions be updated and amended to include ways by a
which a third party could sue for peace on behalf of combatant nation,
provided the third party has been named "second" upon declaration of
war?

JE comments: The dueling analogy is an interesting one, but I don't
think it will work. To name another nation as "second" in a war would
be tantamount to surrendering sovereignty to that nation. (There are,
however, precedents whereby a neutral nation has brokered peace in a
war; for example the efforts of Teddy Roosevelt to bring a conclusion
to the Russo-Japanese war in 1905.) But I don't see how this would
apply to Iraq. Among other reasons, there was no formal declaration of war.
