In response to John E's question, PM Pedro Sánchez announced from the beginning of his term that he would remove Franco from the Valle de los Caídos. The fact that Spain is very divided is not the problem. It is more a legal matter of whether he can be removed without the consent of the family.
The EU did ask a while ago for a change in the use of the Valle de los Caídos, but nothing happened. This could be a legal argument, although maybe insufficient.
In the last couple of years, lists of those buried by force in the Valle have been published. We cannot say today if these lists are complete or not. It seems that over 34,000 corpses are literally piled up in numerous crypts, some still sealed. Pictures of some of these cellars can be found on Internet, as are the lists.
JE comments: Just yesterday (July 17th), Sánchez announced that the decision has been made: Franco will go. To where, he did not say. Back to Galicia?
